With most chatbot and AI development originating from the US, some European entrepreneurs and politicians are calling for local AI champions to prevent a loss of cultural identity.

Peter Sarlin, CEO of Helsinki-based Silo AI, notes that AI interactions often feel off for Finns, as Finnish bluntness contrasts with the overly courteous tone of US-trained chatbots. He fears that as US-developed AI becomes more widespread, regional conversational styles will diminish, leading to a uniform global standard that lacks local nuances.

This cultural homogenization has broader implications, as AI models derived from American data may output text in other languages but lack regional reasoning capabilities. Sarlin warns that if American AI models dominate, economic benefits will flow back to the US, prompting a push for "AI sovereignty" in Europe. This concept involves ensuring that the continent's digital infrastructure isn't controlled by foreign companies.

Europe is heavily investing in AI research and supercomputing to develop domestic AI leaders. However, it trails behind the US and China in capital, computing power, and lacks large homegrown tech firms that connect AI products to users. This disparity is highlighted by the limited presence of tech giants in Europe compared to the US, where companies like Microsoft and Google dominate.

Artificial intelligence in Europe

The European Union (EU) has long been wary of US tech dominance, with many generations of technology embedding American products into Europe's socio-economic fabric. As AI is seen as the next technological revolution, there's renewed urgency to establish European AI sovereignty.

Despite an AI plan issued by the European Commission in 2018, defining AI sovereignty remains challenging. The AI Act, passed by the European Parliament, focuses on regulating potential harms but also aims to support European AI innovation. However, balancing regulation with fostering a competitive AI ecosystem is complex.

Sarlin emphasizes that Europe needs data, computing power, talent, and capital to compete in AI. While data and talent are available, Europe struggles with retaining talent and accessing necessary computing power and capital. The EU is investing in high-performance computing and AI research, but private investment in AI remains significantly lower than in the US.

The partnership of French startup Mistral AI with Microsoft illustrates the practical difficulties of achieving AI sovereignty. Despite being hailed as a European alternative to American companies, Mistral relies on Microsoft for model training, raising concerns in Brussels.

Carnegie's Raluca Csernatoni suggests that pure AI sovereignty is impractical, as European companies need to collaborate with global tech giants to be profitable. Without major platform companies like Microsoft or Google, Europe faces an uphill battle in creating value from AI advancements.

In summary, Europe's efforts to achieve AI sovereignty face significant challenges due to capital, computing power, and platform company disparities. Balancing innovation and regulation is crucial for Europe to establish a competitive and culturally nuanced AI ecosystem.
