The government has imposed limits on exporting quantum computers with over 34 qubits, with the threshold increasing if error rates are also higher, citing national security but offering no detailed explanation. This legislation impacts both small, existing quantum computers of limited practical use and hypothetical larger models that don't yet exist, raising concerns about hampering sales and adding regulatory hurdles to the emerging sector.


The technology has been classified as "dual use," potentially applicable to military purposes, under the scrutiny of the Export Control Joint Unit. A national quantum computing strategy from last year emphasized the technology's critical importance for defense and security, highlighting the UK's competitive global position in its development. The updated export rules are part of a broader agreement among Western allies, including the US and major European countries, with specific restrictions added by nations with expertise in quantum computing, such as France.

Last year, Quantum UK, an industry organization, expressed concerns that further export controls could deter US companies from relocating to the UK. Previously, quantum computer exports required licenses only in cases of likely military use. Oxford Instruments, a maker of cooling systems for quantum computers, reported that increasing restrictions had affected sales in China. James Lindop from Eversheds Sutherland noted that semiconductor and quantum technologies, in which the UK excels, are seen as strategic and crucial for national security, likely increasing compliance demands for businesses in these fields.
